While districts/schools in many of these states have used non-enumerated anti-bullying laws to protect or defend LGBT students, GLSEN's research indicates that such laws have no impact on rates of anti-LGBT bullying overall.

- States that have a teacher ethics code that prohibits discrimination/harassment based on sexual orientation: AK, CO, FL, PA, and UT.
- States that prohibit positive portrayals of LGBT issues in the classroom: AL, AZ, GA, MS, OK, SC, TX, and UT.
